Blair Gibbs

Blair is a Director of Public First and the lead for North American projects. He is based in Vancouver, BC. Blair has over fifteen years experience in home affairs policy, and has advised government ministers, elected mayors, corporate leaders and police chiefs on policy, politics and regulation, both as a private consultant and as a senior civil servant. Blair was an advisor to Boris Johnson at City Hall for three years and joins Public First from the No10 Policy Unit where was the Prime Minister’s Special Advisor for Justice and Home Affairs since July 2019. Previously he was senior policy advisor to Michael Gove at the Ministry of Justice and head of crime and justice research at the think-tank Policy Exchange. His time serving at the highest levels of both city and national government gives him a rare blend of skills tailored to the complex issues found in public safety, migration, borders and drugs policy. Blair helped establish the Centre for Justice Innovation and sits on the board of the Network for Addiction Policy at Stanford University. He has written extensively on policy for major newspapers, appeared on national and international media and given evidence to parliamentary committees.
