How National Development Management Policies Can Boost Economic Growth
The report, authored by leading barrister Chris Katkowski CBE KC, sets out how the Government can implement National Development Management Policies (NDMPs) to:
- Unlock more development near commuter transport hubs, allowing more people to live closer to their job, family and friends
- Increase the supply of small sites, helping to reverse the well-documented decline of SME housebuilders.
- Allow more brownfield regeneration schemes, complementing the reforms already made by the Government to Green Belt and Grey Belt.
- Tilt the scales in favour of the permitting of new homes more generally.
NDMPs are a new feature of the planning system legislated for by the last administration. They will allow Ministers to create a set of clear national rules on certain types of development. The report argues NDMPs will be a particularly powerful tool because they will by law prevail over local planning policies, so will drive substantial changes in the way planning applications and appeals are decided.
