Report for the ZeroC Commission

Public First provided the secretariat for the groundbreaking Zero Carbon Commission, and authored its interim report on UK emissions pricing. The Commission – with high profile Commissioners including former CCC Chairman Adair Turner, Baroness Bryony Worthington, the Green Finance Institute’s Dr Rhian-Mari Thomas and Greenpeace’s John Sauven – was formed to review the UK emissions pricing landscape, and explore how it might be re-designed to be consistent with the UK’s ‘net-zero’ target.

The Commission’s Interim report uses public opinion research to examine how carbon pricing could play a role in the UK’s green recovery from COVID-19, and lays out a phased, sectoral approach to carbon charging that would fund a fair, green transition towards net zero.
