Public First 2025 Reform and Labour Policy Tracker
With polls consistently showing that Reform UK is now the main challenger to the government, the Public First team is comparing the Labour Government’s programme with Reform UK’s positions, to understand the key dividing lines between the two parties.
We have organised the tracker around the issues that matter most to the public – from the economy and health through to immigration and housing. Where announcements don’t sit neatly under those public priorities – such as constitutional reform or proposals on electoral systems – you’ll find them towards the end of the document.
This follows on from our previous work, tracking the policy announcements of all the main parties during the 2024 general election campaign..
We have included both manifesto pledges (shown in grey) and post-election announcements (in black), but the emphasis is on new commitments made since the election. This means there are gaps where neither party has yet set out a clear policy. Tracking those omissions is as important as cataloguing the announcements – helping identify where key questions remain unanswered.
You can find the live tracker here.

We will continue updating the tracker regularly.
