Scott is a Director in the Data & Modelling team at Public First, with 15 years of experience in applying rigorous economic analysis to a wide range of complex issues. Examples include examining how high childcare costs affect career progression among women, mapping “food deserts” in Britain and understanding the labour market impacts of adult education. Scott has written extensively on the economics of alcohol policy, and in 2019 set out detailed proposals for a reformed duty system. This report – “Pour Decisions” - played a key role in the Government implementing a differential duty rate for beer sold in pubs. Scott’s 2022 proposals for introducing a road pricing regime in the UK were recently endorsed by the former Transport Minister Lord Young. Scott’s insights have been covered in publications including the Financial Times, the Sunday Times, the Guardian and the Daily Telegraph. He has appeared on BBC News, Sky News, Radio 4 and a range of other broadcast media.
